I have the GOTY edition of Fallout 3 on my PC. Editing the INI file didn't work, nor did downloading and running the 'Games for Windows LIVE Disabler'. The disabler just crashed complaining it couldn't find the fallout3.ini file.
Nothing worked to get around this. The only thing that DID work is what Sosatman suggested, which was to download Games for Windows LIVE launcher (actually called 'Games for Windows Marketplace' client). Zero launch problems after installing this, and I never even had to open up the Games for Windows Marketplace client. THIS IS A LIE!!! THIS IS A LIE!!! THIS IS A LIE!!! The game will create a ini file when you start the game. If the game crash when you press play on the launcher, then it wont create a ini file. If thats the problem, you probally need xlive.dll from Games for windows live. GFWL can be downloaded and installed. If you dont want Games for windows live installed on your pc, then you can take the files from and put it in your fallout 3 goty folder. And start the game from the foseloader.exe (It bypass GFWL + Required for some mods).

The falloutlauncher file cannot crash, if it does you have other more significant problems on your computer that you should get fixed. Also, once you get it going, go to and download the Games for Windows Live Disabler and run it, it'll save you some other headaches down the line. Hope this helps:) I said that the file isint there. Okay since no one is listening, my M8 had this issue heres how to fix 1. Download my INI file from here 2. Put it in DocumentsMygamesFallout 3 3. Since Win 8 has better optimisation for fallout I never had to do the win7 fixes but just in case I added them to the file, also this fix is what I used for my m8 and his FO3 if you have any other issues add me and we can fix it together.

I clicked the 'move DLC' button. After awhile it finished and said all DLC had been moved.
It moved 'Snap and Build' esm from FO4 to FO3 data folder and it moved.Skyrim' esm, 'Race compatability' esm, 'Update' esm, 'Dragonborn',.Dawnguard', and 'Hearthfire' esms, plus 'SkyUISE' bsa, 'Paarthurnax Dilemma' bsa and 'Wyrmstooth' bsa into FO3 data folder.and selected them in FO3 plugins list. When it says 'all', I guess it means 'all'.
Before using a mod that you know nothing about, it is always a good idea to read previous posts. This has been mentioned before. If this complains about the Fallout.ini file missing, just create a blank file named 'Fallout.ini', then run this program to get rid of GFWL.
Then make sure to delete the blank file you made. When Fallout 3 runs, it'll auto-generate appropriate ini's then. If using the Steam version, it's because Fallout 3 still insists on GFWL and won't even start without it, so it won't generate the Fallout.ini, which for some reason this program checks for, but doesn't actually touch. Besides that, excellent program!!! However I try, I have not been able to get this to work. I have a valid Fallout.ini in the correct directory, but the disabler insists that it cannot find it. I have MO, FOSE and the LAA flag set, but if I attempt to run FO3 with FOSE via MO, I get an instant CTD.
Fallout 3 Disable Gfwl
While comments in this section have suggested disabling GFWL isn't necessary if using FOSE, the Clear And Present Danger guide has this to say about it (under the GFWL Disabler heading): 'If GFWL is not disabled and the Fallout 3 executable has the LAA flag set, Fallout will have a CTD during launch.' Also, F03 crash logs in Windows Event viewer suggest the GFWL dll is a part of the problem. I'm in the early stages of modding F03, but it seems I cannot proceed if I cannot get FO3 to launch from MO. Note: I CAN launch FOSE directly from the FOSE launcher itself.
Fallout 3 Windows Live Fix
Basically, if I could get this disabler working, that would be great. Even if it doesn't fix the issue, it would narrow my troubleshooting avenues. I gave up on my original FO3 game -yes, the one for Games for Windows Live- and purchased the GOTY version via download from GOG.com; for all the headaches concerning FO3 it has saved me from, it's probably the best money I ever spent. When the download was complete, I was set to play -fully patched and with the GECK installed.
I've put in a little over a 100 hours now, and the game only crashed twice. With my previous version of the game, I struggled for maybe 15 minutes and then it turned into a crash-fest; crash on quicksave, crash on manual save, crash during loadscreen, well, you get idea. In a nutshell, it saved my FO3 game experience.
